Action Alert: Support APS and Public Guardian Training

CEJC is joining with the County Welfare Directors Association (CWDA), the California Commission on Aging (CCoA), and the California Association of Public Administrators/Guardians/Conservators (CA PA/PG/PC) in seeking $5.75 million State General Funds (SGF) over three years to continue and expand training to Adult Protective Services (APS) social workers and to Public Administrators/Guardians/Conservators (PA/PG/PC).
As you may recall, in 2016 the Legislature and Governor approved a one-time, $3 million general fund investment into the APS Training system. This was leveraged to draw down an additional $3 million in federal funds for a total of $6 million to support the development of a training infrastructure for delivering training to APS social workers and, in a more limited capacity, to local PA/PG/PC. The training reached hundreds of APS social workers statewide through the Regional Training Academies, and many PA/PG/PC through ten regional trainings and at their Annual Conference. Staff found the training extremely valuable and applicable to their daily work on very complex cases of abuse, neglect and exploitation.
Unfortunately, these funds are set to expire on June 30th, reverting APS Training funding to a mere $88,000 per year and eliminating all regional trainings for PA/PG/PCs, just as the population of older adults and persons with disabilities is projected to grow dramatically. It is critical for APS and PA/PG/PC, who often work together to protect the assets of older adults, to be equipped with the knowledge and skills necessary to assist and protect victims of abuse, neglect and exploitation and preserve their ability to live out their lives with dignity in their own homes and communities.

We ask that you join us in our efforts to maintain a strong training system that, in turn, will provide effective services to older adults and persons with disabilities served by APS and PA/PG/PC.
